Jira’s HIPAA Tier Structure

Atlassian offers HIPAA BAAs for Jira Software and Jira Service Management on Standard and Premium tiers. Most mainstream project management tools require a custom enterprise plan to get a BAA. Jira doesn’t, which is a meaningful distinction.

What the BAA Actually Excludes

The BAA exclusions are the detail that matters for practices evaluating Jira.

Jira Work Management: Atlassian’s product for business and administrative teams. It uses list views, board views, calendar views, and form templates better suited to clinical workflows than software sprints. It’s the product a practice office manager would naturally reach for. It’s excluded from the BAA.

Trello: Atlassian’s board-style visual task tool, popular for simple task tracking. Excluded from the BAA at all tiers.

Atlassian Intelligence: Atlassian’s AI assistant, which provides summarization, drafting, and search capabilities. Must be disabled at the organization level, not per-user. One admin turns it off for the entire organization.

The practical result: the only HIPAA-covered Atlassian interface is Jira Software, which was built for software development teams. Sprint backlog management, issue tracking, and release planning are not clinical administration workflows.

For clinic administration — the front office, compliance coordinator, and practice manager handling daily operations — Jira Software’s interface was not designed for those workflows, and the product that was (Work Management) is excluded from the BAA.
